Lowers the minimum voting age from 18 to 16 years old, with voter registration available to 16-year-olds who will be 16 by December 31st of the calendar year they register.

Requires all ninth grade and higher students to receive at least eight full class periods of civic education in accordance with the department's 9-12 social studies framework.

Mandates that high schools distribute voter registration forms to all students who are 16 years old or will be by December 31st, with completed forms provided by school administrators except for citizenship status, party affiliation, signature, and date fields.

Allows students to opt out of voter registration by completing a "Voter Registration Opt-Out Form," which school administrators must collect and properly dispose of.

Takes effect upon passage of a concurrent constitutional resolution amending the voting age provision in the state constitution, except amendments to voter registration notice requirements take effect immediately.
