Prohibits use of any restraints on pregnant inmates during labor, delivery, hospital stays, and recovery periods; allows correctional staff in delivery room only if requested by medical staff or the woman.

Requires pregnant inmates be permitted at least one support person of their choosing in the delivery room and during labor and recovery; support person cannot be denied based on criminal history, probation, parole, or post-release supervision status.

Mandates agencies provide written reasons within five days if denying a woman's request for a specific support person; allows doulas, midwives, or other birthing specialists to assist in addition to the chosen support person.

Requires correctional facilities inform pregnant women and mothers of children under 18 months of age about nursery programs, pregnancy counseling services, and abortion services; notice must be provided in writing in understandable language upon admission and when pregnancy is known.

Takes effect 120 days after becoming law; authorizes Department of Corrections and Community Supervision to adopt necessary rules and regulations in consultation with Department of Health.
