Creates new Article 18 of election law to regulate transition and inauguration entities established by elected candidates, requiring registration with the board of elections before accepting donations or making expenditures.

Prohibits candidates from using campaign committee funds for transition or inauguration expenses, transferring funds between committees and transition entities, or accepting donations exceeding contribution limits that apply to the candidate's office.

Requires candidates to cease incurring liabilities after January 31 in the year following an election and prohibits accepting donations after all liabilities are paid.

Defines prohibited personal uses of transition and inauguration funds, including residential expenses, clothing, tuition, entertainment, fines, and travel expenses unrelated to official duties, with exceptions for dual-purpose properties calculated at fair market value.

Authorizes the state board of elections to issue binding advisory opinions on whether proposed expenditures constitute personal use; takes effect December 15 following enactment.
