Amends Agriculture and Markets Law section 365 to prohibit ear clipping or cutting of dogs and cats unless performed by a licensed veterinarian under anesthesia and deemed medically necessary to protect the animal's life or health.

Creates new section 365-a prohibiting tail docking or alteration of dogs and cats except when a licensed veterinarian deems it necessary to protect the animal's life or health.

Violations of tail docking prohibition are punishable as a misdemeanor with a fine of not more than $500.

Provides exemption for dogs and cats whose tails were docked, cut, or altered prior to August 1, 2021.

Takes effect immediately upon enactment.
