Allows absentee ballots without dated postmarks to be counted if received by the board of elections on the day after election day, with a time stamp showing receipt on that date.

Requires boards of elections to affix a unique bar code to each absentee ballot envelope to track the date the ballot was submitted to the postal service or government agency.

Establishes that absentee ballots with no cancellation mark, undated cancellation marks, or illegible marks are timely if received within seven days after election day and signed and dated on or before election day.

Removes language requiring visible "cancellation marks" or "dated endorsements" from postal or government services, replacing it with broader language allowing ballots "submitted to" postal or government services.

Takes effect immediately and applies to elections on or after the effective date.
