Authorizes each board of elections to establish one or more secure absentee ballot drop-off locations equipped with ballot drop boxes as an alternative delivery method for marked absentee ballots.

Requires boards of elections to post information about drop-off location addresses on their websites no later than the day the location is established.

Directs the state board of elections to promulgate rules and regulations governing drop box location, chain of custody, pick-up times, labeling, and security.

Deems absentee ballots deposited in drop boxes before the close of polls on election day as timely received, regardless of whether they are time-stamped before election day.

Requires boards of elections to close all drop boxes and collect ballots at the close of polls on election day.
