Requires boards of elections to appoint election inspectors, poll clerks, and election coordinators from the additional inspector list to fill vacancies no later than twenty days before elections.

Establishes that emergency replacements for absent or vacant election inspectors and poll clerks must be drawn from the additional inspector list before appointing qualified voters from the same city or town.

Takes effect immediately upon enactment.
