Amends Agriculture and Markets Law to include "solar" alongside oil, gas, and wind in the definition of exploration, development, and extraction activities.

Expands the scope of fixtures and equipment covered to include those necessary for solar energy exploration, development, or extraction in addition to existing energy sources.

Prevents land from being considered converted to non-agricultural use solely because of conveyance of solar rights, allowing agricultural assessment to be retained within agricultural districts.

Applies the same solar rights protection to land outside agricultural districts that qualifies for agricultural assessment under the law.

Takes effect immediately upon enactment.
