Requires each public high school in New York State to make voter registration materials and applications available to students during the school year.

Mandates that school districts distribute voter registration forms to students who are 17 years old or older and will be 18 years old by the next general election.

Directs the State Education Department to ensure voter registration forms from the board of elections are available in the main office of each high school and that students receive notice of their availability.

Requires the State Education Department to request a sufficient quantity of voter registration forms from the board of elections to meet the requirements.

Takes effect 30 days after becoming law.
