Removes the requirement that absentee ballot requests must be received no earlier than the 30th day before an election.

Retains the requirement that absentee ballot requests must be received no later than the 7th day before the election.

Applies to written requests submitted by letter, telefax, or other written instrument signed by the voter to the board of elections.

Preserves existing exceptions allowing military voters and special federal voters to request ballots under separate provisions.

Takes effect immediately upon enactment.
