Allows voters to request absentee ballots through electronic applications submitted via email or web portals established by state or local boards of elections, in addition to written letters and other written instruments.

Removes the requirement that voters who request absentee ballots by letter must submit a signed application form with their ballot in order for it to be counted.

Clarifies that absentee ballots with postmarks or endorsements dated "on or before" election day (rather than "before") are eligible for counting if received within seven days after the election.

Applies the same postmark dating clarification to military ballots, special federal ballots, and federal write-in absentee ballots, with extended counting deadlines of seven to thirteen days after election day depending on election type.

Takes effect immediately upon enactment.
