Requires the Commissioner of Transportation, in cooperation with the Department of Environmental Conservation, to develop policies and procedures encouraging use of native pollinator-friendly plant species in highway medians under state jurisdiction.

Directs the Commissioner to provide technical assistance to counties, cities, towns, and villages to encourage use of native pollinator-friendly plants in medians under their respective jurisdictions.

Mandates the Commissioner develop mowing policies and procedures for state highway medians that reduce mowed areas wherever feasible while maintaining safety standards for motor vehicle operators, cyclists, and pedestrians.

Takes effect 180 days after becoming law, with authority to adopt necessary rules and regulations immediately upon enactment.
