Extends the statute of limitations for civil actions by human trafficking victims from 10 to 15 years after victimization occurs or after the victim reaches age of majority if a minor.

Allows trafficking victims to recover actual, compensatory, and punitive damages, injunctive relief, reasonable attorney's fees, and litigation costs including expert witness fees.

Tolls (suspends) the statute of limitations during periods of disability, lack of knowledge due to trafficking circumstances, criminal proceedings against the victim, and when the perpetrator induced delay or caused duress.

Prevents perpetrators from asserting statute of limitations as a defense when expiration resulted from their conduct inducing delay or threats causing duress to the victim.

Requires any restitution paid by the perpetrator to be credited against civil judgments or settlements, and stays civil actions during pendency of related criminal proceedings.
