Prohibits campaign funds from being used to pay attorney's fees or legal defense costs for civil or criminal actions, investigations, or prosecutions against candidates, public officials, party officials, or their immediate family members or domestic partners.

Creates an exception allowing campaign funds to be used for legal costs related exclusively to civil actions under article sixteen of the election law.

Takes effect 60 days after becoming law.

Requires the State Board of Elections to notify all registered campaign committees of these provisions within 30 days after the law takes effect.
