Amends the Public Housing Law to expand the definition of "family member" to include uncles, aunts, nephews, and nieces in addition to existing categories like spouses, children, parents, and grandparents.

Maintains existing criteria allowing any other person residing with a tenant as a primary residence to qualify as a family member if they can prove emotional and financial commitment and interdependence.

Specifies that no single factor is solely determinative in establishing family member status, and lists eight categories of evidence to consider including longevity of relationship, shared finances, family activities, legal obligations, and holding oneself out as family.

Explicitly prohibits requiring or considering evidence of a sexual relationship between persons claiming family member status.

Takes effect on January 1st following the date the bill becomes law.
