Bans the sale, distribution, and purchase of corn, soybean, and wheat seeds coated or treated with neonicotinoid insecticides (clothianidin, imidacloprid, thiamethoxam, dinotefuran, or acetamiprid) effective January 1, 2024, with exceptions where no acceptable alternatives exist.

Prohibits the application or treatment of outdoor ornamental plants and turf with neonicotinoid pesticides effective July 1, 2023, except where necessary to manage invasive species.

Requires the Department of Environmental Conservation to review scientific information by January 15, 2023, and classify neonicotinoid pesticides for restricted use if they cause or are likely to cause harm to pollinating bees or bird species.

Directs the Department of Environmental Conservation to conduct a study with the Department of Agriculture and Markets and state land grant university to identify alternatives to neonicotinoid pesticides, with results due January 1, 2023.

Sunsets the new provisions on July 1, 2028, unless extended by legislation.
