Allows lay individuals over age 18 to serve as one-day marriage officiants by obtaining a designation from the Secretary of State to solemnize a specific marriage ceremony.

Requires applicants to submit a completed application form, fee, legal proof of identification, and information about the parties to be married at least 30 days before the ceremony date.

Designations are valid only for the specific ceremony listed on the application and expire upon completion of that solemnization.

Amends Domestic Relations Law to recognize one-day marriage officiants alongside clergy, magistrates, and other authorized officials as persons authorized to solemnize marriages.

Takes effect 90 days after becoming law, with regulatory implementation authorized immediately upon enactment.
