Creates a new Commission for the Deaf and Hard of Hearing as an executive agency composed of eleven voting members appointed by the governor, with at least six members who are deaf or hard of hearing.

Requires the commission to have a chairperson and vice-chairperson elected by simple majority vote from its membership, plus a director hired and supervised by the commission.

Establishes member terms of three years (after initial staggered appointments) with a two consecutive-term limit, quarterly meetings, and reimbursement for actual expenses plus up to $50 per day for lost wages.

Directs the commission to coordinate and advocate for deaf and hard of hearing persons through educational programs, technical assistance, monitoring of state programs, and recommendations to state officials on policy and service improvements.

Takes effect 120 days after enactment, with authority to promulgate necessary rules and regulations immediately upon passage.
