Establishes a pilot program for ranked choice voting in up to 10 local governments in 2024 and up to 10 in 2025, selected by the state board of elections with diversity in population size, regional location, and demographics.

Requires county boards of elections and selected local governments to approve participation in the pilot program.

Implements ranked choice voting procedures where if no candidate receives a majority of first-choice votes, the candidate with the fewest votes is eliminated and those votes are transferred to voters' next choices until a candidate achieves majority support.

Mandates the state board of elections to conduct voter education campaigns and ensure voting systems can accommodate ranked choice voting ballots and tabulation.

Requires the state board to report findings and recommendations to the legislature by April 1, 2026; the act expires December 31, 2026.
