Prohibits legislative employees from soliciting, accepting, or handling campaign funds except those expressly designated in writing by their appointing authority and filed with the state board of elections and legislative ethics commission.

Prohibits members of the legislature from using authority or influence to compel non-designated legislative employees to handle campaign funds for legislative or statewide office elections.

Shields legislative employees from fines or suspension for first-time violations of campaign fund handling prohibitions.

Requires the legislative ethics commission to report violations of campaign fund restrictions to the appointing authority within ten days of disposition, and applies the same reporting requirement to investigations of non-legislative individuals.
