Amends Education Law sections 454 and 471 to require full compliance with NYC Charter section 197-c (uniform land use review procedure) prior to any sale, lease, or other disposition of school property by the Board of Education.

Applies the uniform land use review procedure requirement to both general school property dispositions and to grants or transfers of property for combined occupancy structures (mixed-use developments with school facilities).

Preserves the authority of community district education councils to review and provide input on significant changes in school utilization, including phase-outs, grade reconfigurations, co-locations, and temporary student relocations resulting from property transfers to developers.

Clarifies that NYC Charter section 197-c requirements take precedence over conflicting provisions in other laws, charters, or ordinances regarding school property disposition.

Takes effect immediately upon enactment.
