Requires the commissioner to review information about the homeless population in publicly funded shelters during state disaster emergencies related to COVID-19, in consultation with local health departments, social services districts, and relevant city commissioners.

Mandates collection of data including confirmed infections, hospitalizations, deaths, and individual information such as age, race, family composition, shelter type, and risk factors for those in shelters.

Requires reporting on residential programs for domestic violence victims and runaway/homeless youth, including average number of confirmed infections, percentage of programs with outbreaks, and percentage of residents impacted compared to program capacity.

Requires publication of aggregated reports by county (or by geographic region if confidentiality prevents county-level reporting), with information on domestic violence and youth programs aggregated statewide.

Mandates posting the report on the Office of Temporary and Disability Assistance website within 60 days of the effective date, with updates at least every three months during the state disaster emergency.
