Amends Social Services Law to require the office to seek necessary approvals from the USDA to maximize availability of online fresh food purchasing options throughout the state.

Mandates the office work with the USDA within 180 days to develop a plan seeking to maximize retailer participation in the USDA's SNAP online purchasing program in New York.

Requires the office to periodically review and revise the plan, with updates submitted to the governor, assembly speaker, and temporary president of the senate.

Authorizes the office to seek all necessary waivers from the USDA to implement the online food purchasing program.

Adds a three-year expiration and repeal date to the 2020 law establishing the online grocery purchasing program for SNAP benefits.
