Amends Election Law Section 8-406 to require boards of elections to provide a return postage guaranteed envelope with absentee ballots mailed or delivered to voters.

Changes terminology from "an" to "a return postage guaranteed" envelope to clarify the specific requirement for prepaid return postage.

Maintains existing provisions for air mail delivery of ballots sent outside the United States (except Canada and Mexico) and special handling for residents of mental health facilities, nursing homes, hospitals, and Veterans Administration facilities.

Replaces reference to "chapter" with "title" in cross-references to Election Law Section 8-407.

Takes effect immediately upon enactment.
