Replaces the term "frail or disabled person" with "person in need of assistance," defining it as anyone requiring help with activities of daily living or instrumental activities of daily living.

Expands the definition of "informal caregiver" to include older adults (age 60+) who provide care to minor relatives in their home, and removes the requirement that caregivers reside in the same household as the care recipient.

Adds four new duties for the director, including developing guidelines for local area agencies on aging to provide information, resource referrals, and counseling to informal caregivers.

Requires the director to submit biennial reports to the governor and legislative leaders detailing program finances, profiles of training recipients, and analysis of program success.

Authorizes the director to develop, establish, and operate training programs, caregiver resource centers, caregiver networks, and support activities for informal caregivers throughout the state in consultation with multiple state departments.
