Requires the Department of Buildings to conduct an inspection of any construction site before renewing a sidewalk shed permit.

Mandates that contractors or licensees submit documentation showing dates and times that workers utilized the sidewalk shed subject to permit renewal.

Defines "ongoing construction project" as any project where workers use the sidewalk shed at least 10 days per month during the year preceding the renewal request.

Establishes a civil penalty of up to $1,000 for contractors or licensees who submit false or misleading documentation in support of permit renewal.

Takes effect 30 days after becoming law.
