Amends Public Officers Law Section 30 to create a vacancy in public office when an official enters a guilty plea in federal court to a felony or crime that would constitute a felony under New York law, or involving a violation of their oath of office.

Expands the existing grounds for vacancy beyond conviction to include guilty pleas entered in federal court.

Allows non-elected officials to apply for reinstatement to the appointing authority if the conviction is reversed or vacated, with the authority required to hold a hearing to determine if reinstatement is warranted.

Grants the appointing authority discretion to reappoint the non-elected official to their former office or a similar office, and to award back salary in full or in part for the period of vacancy.

Takes effect immediately upon enactment.
