Amends General Municipal Law Section 125 to allow counties with a population of 1.2 million or more (not wholly contained within a city) to establish a "self-certification program" for building permits certified by licensed architects or professional engineers in New York State.

Building permit applications with professional certification must be deemed approved within 45 days of submission unless denied by the municipal building department.

Denials of certified applications must include written reasons and cite the specific applicable laws or regulations upon which the denial is based.

Municipalities establishing self-certification programs must conduct random audits for compliance and are prohibited from reducing or eliminating positions of employees involved in the building permit application process.

Professional misconduct or negligent certifications may be referred to the State Education Department Office of Professions for investigation; the act expires and is repealed on October 1, 2024.
