Creates a "cure" process allowing voters with defective ballots (unsigned, non-matching signature, missing witness) to correct defects within seven business days or by the day before election, with board notification by mail, email, or phone.

Mandates scanning of valid absentee ballots the day before early voting begins, with results held secure and not tabulated until one hour before polls close on election day to prevent premature result disclosure.

Requires post-election review meetings within four business days where candidates, parties, and independent bodies may object to invalid ballot determinations, with court authority to order ballots counted only upon finding the voter was entitled to vote.
