Prohibits public school buildings from being designated as early voting polling locations, though they may still be used for regular election day voting.

Requires boards empowered to designate polling places to use public buildings when practicable, and to use tax-exempt buildings or buildings receiving over $1 million in annual state grant funding when additional polling places are needed.

Allows building owners or operators to demonstrate that using their facility as a polling place is significantly incompatible with the entity's primary function to avoid designation.

Removes the requirement that polling places not be located in businesses licensed to sell alcoholic beverages for on-premises consumption.

Takes effect immediately upon enactment.
