Allows minors ages 12-13 to work as referees, umpires, or officials at youth sporting events for children ages 10 and younger, provided parental consent and satisfactory school academic standing are documented.

Requires employing organizations to obtain written consent from the minor's parent or guardian and maintain a certificate from the minor's school confirming satisfactory academic standing, submitted at the end of each marking period.

Limits minors ages 12-13 to serving as referees, umpires, or officials at no more than one youth sporting event per week.

Exempts service as a referee, umpire, or official at youth sporting events from child labor restrictions for minors ages 14-15 at events for children ages 15 and younger.

Takes effect immediately upon enactment.
