Removes the cap limiting early voting polling places to a maximum of ten per county, allowing counties to establish one polling place for every 50,000 registered voters without upper limit restrictions.

Allows early voting polling place reductions for special elections only (removes authority to reduce for primary elections) when the board of elections determines fewer sites are sufficient.

Simplifies the conditions under which boards of elections may assign election districts to specific early voting poll sites by removing language about voting system testing for duplicate voting prevention.

Requires the State Board of Elections to promulgate rules ensuring that voting systems testing requirements do not make it impractical to provide all election district ballots at each early voting polling place.

Takes effect 90 days after enactment and applies to all general, primary, run-off primary, and special elections held thereafter.
