Authorizes the Joint Commission on Public Integrity to develop and provide an online anti-sexual harassment training course for all registered lobbyists.

Course curriculum must be based on the Department of Labor's sexual harassment prevention guidance and include explanations of sexual harassment laws, New York statutes and regulations, advisory opinions, and practical applications specific to the lobbying and advocacy industry.

Requires all registered lobbyists to complete the training course at least once annually, with completion required by December 31st for lobbyists registered by December 15th of the previous year, or within 30 days of registration for those registered after December 15th.

Prohibits lobbyists from engaging in lobbying activities if they fail to complete the required training by the deadline until the course is completed.

Requires the Commission to publish and maintain on its website a list of lobbyists who failed to complete training and are prohibited from lobbying, with names removed within two business days of course completion.
