Establishes a 15-member bottle redemption fraud task force chaired by the state attorney general to study fraud, enforcement, and reporting related to New York's returnable container act.

Task force membership includes representatives from state agencies (attorney general, taxation and finance, environmental conservation, comptroller, liquor authority, agriculture and markets), district attorneys association, legislature, and stakeholders (municipalities, deposit initiators, redemption centers, wholesalers, retailers).

Requires task force to submit a comprehensive report within one year covering laws and penalties, interagency coordination needs, fiscal impact of fraudulent redemptions, enforcement status and improvements, interstate bottle redemption fraud, and legislative and regulatory solutions.

Task force members receive no compensation but are reimbursed for actual expenses, and are authorized to audit reverse vending machines.

Act takes effect immediately and expires 24 months after enactment, with all provisions repealed upon expiration.
