Commissioner of Agriculture and Markets must establish licensing and educational standards for individuals providing basic obedience training to non-service and non-police dogs and their owners.

Exempts dogs that are service animals, police dogs, or fall under specific categories outlined in section 108 of the Agriculture and Markets Law.

Individuals convicted of animal cruelty violations (PL §351, 353, 353-a, or 355) are prohibited from obtaining a canine training license.

Licensed obedience trainers must maintain practices and facilities in compliance with animal control provisions and are subject to enforcement by constables, police officers, dog control officers, animal control officers, or animal welfare societies.

Act takes effect immediately upon enactment.
