Requires general hospitals to adopt and publicly disclose a statement of patient rights and responsibilities that includes six specific categories of protections.

Mandates patients receive all information necessary to give informed consent for proposed procedures or treatments, including alternate options and possible risks and benefits considering known preconditions.

Requires hospitals to inform patients of the name, position, and functions of hospital staff including medical students and physicians who provide face-to-face care, and allows patients to refuse their treatment or examination.

Requires patients to be informed of any human subjects research that directs or alters their procedure or treatment and to voluntarily provide written informed consent to participate.

Takes effect January 1 following enactment; authorizes the commissioner to adopt necessary rules and regulations for implementation.
