Amends General Municipal Law Section 217 to allow program sponsors to adjust participation point systems for fire department responses when adopting written emergency response protocols that restrict certain personnel from responding to calls.

Permits adjustments when restrictions on response are based on determinations by the district physician or department physician regarding duties assignable to specific personnel.

Requires participants in restricted groups to respond to the minimum number of emergency calls assigned to their group using the applicable percentage from existing regulations.

Allows point system amendments to be adopted by 60 percent affirmative vote of the governing board without requiring a referendum, effective January 1 of the following year.

Permits immediate application of amendments if adopted to address a state disaster emergency as defined in Executive Law Section 20 affecting the county or counties where the fire department operates.
