Prohibits persons convicted of violating section 353-a (Buster's Law) from owning or possessing companion animals unless authorized by a county court judge order.

Requires convicted persons to undergo psychiatric or psychological testing and demonstrate by clear and convincing evidence they have sound mental capacity to own and properly care for animals in a humane manner before court authorization.

Removes horses from the definition of "farm animal" in agriculture and markets law.

Adds new definition of "equine companion" to mean horses used for recreational pursuits including racing, jumping, showing, rehabilitation, or treated as a companion animal or pet.

Takes effect thirty days after becoming law.
