Requires the New York State Urban Development Corporation (Empire State Development Corporation) to prepare a comprehensive report within 45 days of the act's effective date on large capital projects in New York City financed or supported with public funds or tax incentives.

Directs the report to cover three categories of projects: west side redevelopment projects (including Javits, Moynihan Station, Hudson Yards); lower Manhattan redevelopment projects related to World Trade Center reconstruction; and all other city projects including Atlantic Yards and Willetts Point.

Mandates the report address planning, financing, permitting, contracting, construction, and occupancy status of each project, including organizational, legal, financial, economic and construction impacts, with input from private developers and government agencies.

Requires analysis of project financing including public incentives, subsidies, and revenues, plus economic impact projections and comparison of expected benefits against anticipated costs.

Directs the Corporation chair to consult with and receive cooperation from relevant agencies including the Port Authority, Metropolitan Transportation Authority, Lower Manhattan Development Corporation, NYC Mayor's Office, and City Council in preparing the report.
