Authorizes the state board of elections, in cooperation with county boards of elections, to create a secure online portal for qualified voters to sign designating petitions for candidates.

Online petition system must cover candidates for U.S. Senate and House, New York state offices (governor, lieutenant governor, comptroller, attorney general, state senate, assembly), county, town, city, and village offices, and school boards.

System must verify voter identity and eligibility, ensure only qualified voters can sign petitions for candidates they are eligible to support, and transmit signed petitions to appropriate election officers.

Allows candidates to collect up to the full number of required designating petition signatures through the online system, while still permitting traditional paper petitions.

Becomes effective immediately upon enactment.
