Creates an 11-member temporary state commission to study asthma incidence in the Bronx, with particular emphasis on youth in communities with unemployment rates exceeding 125 percent of the statewide level.

Governor appoints 5 members (including representatives from the Department of Health and Department of Environmental Conservation), while the temporary president of the Senate appoints 2, the Senate minority leader appoints 1, the Assembly speaker appoints 2, and the Assembly minority leader appoints 1.

Nine of the eleven commission members must reside in a city with a population of one million or more.

Commission members receive no compensation but are reimbursed for actual and necessary expenses; the commission may meet within and outside the state and must hold at least one public hearing each quarter.

Commission must submit findings and recommendations to the governor, temporary president of the Senate, and Assembly speaker no later than one year after the act takes effect.
