Establishes an infant recovery centers pilot program requiring the Commissioner of Health, in consultation with the Commissioner of Addiction Services and Supports, to create at least four centers in areas of need throughout New York State.

Provides services to infants under one year of age suffering from withdrawal due to in utero drug exposure, including neonatal abstinence syndrome, in cost-effective settings as alternatives to hospitals.

Offers support services to parents preparing to bring their infants home, with continued access to supports after the infant leaves a center.

Requires the Department of Health to monitor quality, appropriateness, and effectiveness of the centers and report to the legislature within one year and again within two years of the program's establishment.

Expires and is repealed four years after the effective date of the legislation.
