Extends Medicaid coverage for pregnant women from 60 days to one year following the end of pregnancy.

Maintains eligibility for medical assistance during the one-year postpartum period regardless of changes in family income.

Removes the requirement for pregnant women and during the one-year postpartum period to cooperate with child support establishment or enforcement if social services officials determine it would be detrimental to their interests.

Takes effect 180 days after becoming law, with the Commissioner of Health directed to seek federal funding participation under Title XIX of the Social Security Act.
