Mandates that submitters apply for a three-year extension of their exception at least 60 days before the current exception expires, and exceptions expire automatically if no timely extension application is filed.

Requires state agencies to review extension requests and either grant or deny them, with denials subject to appeal by the submitter.

Establishes that agencies must maintain excepted records separately from all other records until the exception expires or 15 days after entitlement to the exception is finally determined.

Changes references from "committee on public access to records" to "committee on open government" in agency notification and appeal procedures.
