Allows emergency propane delivery when a residential heating or electric generator consumer has not received gas within 24 hours of requesting it from their contracted supplier during a declared state of emergency.

Authorizes non-owner delivery during severe weather, imminent danger situations, or when federal or state hours-of-service waivers are in effect for propane transportation.

Prohibits charging additional penalty or emergency fees beyond standard filling and delivery rates, and requires non-owners to notify tank owners of delivery details within 48 hours.

Protects tank owners from liability for injuries or damage caused by authorized third-party fillers and preserves existing customer contracts unless terminated through contractual provisions.
