Allows eligible voters to complete conditional voter registration and cast an affidavit ballot on the same day at early voting and election day polling locations, bypassing standard registration deadlines.

Conditional registrations become effective if the board of elections verifies the registrant's eligibility and matches their information against databases maintained by the Department of Motor Vehicles or Social Security Administration.

If information cannot be verified through motor vehicles or Social Security databases but the board determines the registrant is otherwise eligible, the registrant receives a voter identification number and the conditional registration becomes effective.

Requires boards of elections to offer conditional voter registration at all early voting and election day polling locations while maintaining ballot secrecy and processing registrations before counting or rejecting ballots.

Takes effect 90 days after becoming law.
