Reduces signature requirements for designating petitions in counties with a population of 250,000 or fewer by one-quarter, rounded down to the nearest whole number.

Applies the reduction to all signature requirement numbers currently specified in subdivision two, paragraphs (a) through (l) of section 6-136 of the election law.

Sets a minimum signature requirement of 3.75% of enrolled voters (excluding inactive voters) for designating petitions for political subdivisions in counties with 250,000 or fewer people, except for ward, town, city, or county committee positions.

Allows additional reductions for political subdivision designating petitions based on provisions in subdivision five of the election law section.

Takes effect immediately upon enactment.
