Prohibits managed care providers, approved organizations, health care plans, insurers, and health maintenance organizations from requiring behavioral health services providers to participate in all in-network products they offer.

Allows behavioral health services providers to select which specific products they participate in through separate agreements with health care coverage providers.

Defines "behavioral health services" as inpatient and outpatient services provided by entities licensed or certified under Mental Hygiene Law Articles 31 or 32, or programs licensed/certified under both Mental Hygiene Law and Public Health Law Article 28.

Applies restrictions to Medicaid managed care providers, HMOs, health insurance carriers, health maintenance corporations, and approved organizations under New York insurance and public health law.

Takes effect immediately upon enactment.
