Prohibits persons, organizations, and business entities that apply for state permits or licenses from making contributions to officeholders, candidates, or their political committees with authority over the issuing agency during a restricted contribution period.

Restricted period begins when applicant files a lobbying registration, engages in lobbying activity, or submits a permit or license application, and ends six months after permit issuance (if approved) or upon denial notification.

Defines "business entity" broadly to include corporations, LLCs, partnerships, and related subsidiaries, as well as political organizations controlled by the business entity and family members of owners or officers.

Subjects violators to civil penalties of the greater of $10,000 or 200% of the contribution amount, enforceable by the state board of elections chief enforcement counsel.

Requires state agencies to include notice of the contribution prohibition in application materials and notify applicants of the restriction commencement date; takes effect 180 days after enactment.
