Amends public housing law to require local housing authorities to give domestic violence victims the same waiting list priority as other disadvantaged populations such as the disabled, elderly, and homeless.

Applies priority status to victims who will continue suffering domestic violence in their current residence or who have left due to domestic violence and lack standard permanent replacement housing.

Defines "victim of domestic violence" using the same meaning as section 459-a of the social services law.

Requires local public housing authorities to select applicants with the same preference status based on application date and time, prioritizing applications in order of receipt.

Takes effect immediately and applies to local housing authorities upon addition of any person to their waiting lists.
